When determining the workload parameters for calculating the
<gl:planned_TO_processing_time>planned processing time</>, the system
uses the unit-of-measure load category as an additional characteristic.
This category is assigned to the actual unit of measure. In the present
case, the unit of measure has no unit-of-measure load category assigned
to it.
