You have executed target=actual allocation or a plan reconciliation
using selection criteria. The system determined that an activity
relationship exists from &V1& to &V2& that includes a variable portion.
&V2& is not included in the selection criteria. &V2&'s operating rate,
which could affect the variable input, could not be included.

The variable input is adopted as an unchangable factor.

Check the events for &V1& after running the target=actual allocation or
plan reconciliation. If necessary, repeat the processing, and include
&V2& in the selection criteria.
