¿Qué causa este problema?

El sistema emite un mensaje de error y no le permitirá continuar con esta transacción hasta que se resuelva el error.

All generated check table are already used in characteristics or are
blocked.

¿Cómo arreglar este error?

Try to assign the check tables manually (save and select 'manually' in
the following dialog box). Then see the check tables that are not used
yet.
If no push-buttons can be seen here, then all available check tables
are already being used. In this case, delete characteristics with
generated check tables, that you no longer use. Where necessary, when
recreating assign SAP standard tables to these characteristics
(transfer table fields or assign data element/domain). Then no check
table will be generated.
If push-buttons can still be seen then these check tables are blocked
at the moment. When pressing the check table number key a message
appears explaining which user is blocking the tables.
