    You assigned a cost estimate to a plant. The system then tries to find
    a company code and a controlling area. In this case, the plant is
    assigned to the a company code belonging to to a controlling area which
    has not been fully maintained in customizing.

    Go into customizing and check the entries for controlling area &V1&.
