Check the following:
1. Either an interest rate or an exchange rate has to be transferred.
You can not transfer both values at the same time.
2. If an interest rate is transferred, it has to meet the following
conditions:
0 < interest rate < 100
3. If an exchange rate is transferred, it has to meet the following:
0 < exchange rate <= 100
