¿Qué causa este problema?

The current <DS:GLOS.measuring_point>measuring point</> or the
measuring point to be created belongs to a piece of equipment or
functional location. You are trying to allocate the measuring point a
reference measuring point that does not belong to the
<DS:GLOS.construction_type>construction type</> currently assigned to
the piece of equipment or functional location.
