¿Qué causa este problema?

For this Training Need (TN) object, it is impossible to re-generate
automatically the TABNR because the Regulatory Compliance Infotype
(1681) record is inconsistent.
It could be, for instance, that the number of hours stored in the
HRP1681 table for this TN is lower than the number of hours stored in
the HRT1681 table because of the TABNR inconsistency described in the
SAP note 1736670.

¿Cómo arreglar este error?

For the current TN, you have to <ZH>delete </>then <ZH>re-create
manually </>the IT1681 record using the PP01 transaction.
