budget status &v3& however.
The <zh>Budget structure</> and the <zh>Budget memos</> can only be
carried forward if the overall budget in the target financial year has
the <ls>Proposed</> or <ls>Being revised
</> budget status.
<zh>Financing</> can only be carried forward if the overall budget in
the financial year has the <ls>Released
</> or <ls>Released provisionally</> budget status.
