You are trying to use two different sets with the same ID in one rule.

¿Cómo arreglar este error?

You have three options:
Encapsulate the access to one of the sets in a rule (recommended).
Create a rule for this and insert it in the existing formula. Example:
Instead of the "COBL-KOSTL IN SET OR COBL-PRCTR IN SET" formula, use
"COBL-KOSTL IN SET OR REGEL" where REGEL contains the following:
"COBL-PRCTR IN SET"
Rename one of the sets (generate a new set with reference using
transaction <DS:TRAN.GS01>GS01</>).
If you want to replace a set with another set of the same name, delete
the corresponding set validation from the requirement/check/rule and
then save the changed object. If you then want to maintain the object
again, you can then redefine the set validation. The system then
displays a dialog box from which you can select the suitable sets with
the same name.
