require the necessary authorization.

As you do not have the required authorization your attempt has been
rejected.

To transport substitutions, you will have to acquire the following from
your system administrator:
if your system includes accounting, authorization for object
'G_ADMI_CUS', activity '08'
if your system does not include accounting, authorization for object
'G_GB92_', authorization group '*', activity '21'
