¿Qué causa este problema?

You want to execute a cycle. At the same time, another cycle with the
same allocation type and the same plan/actual indicator is running. Two
cycles can only run in parallel if they are in different cycle run
groups (and not assigned to group 0000).

The second cycle cannot be executed.

¿Cómo arreglar este error?

Wait until the first cycle is finished and then start the second cycle.
You can assign the cycles to various cycle run groups if the structure
of the cycles allows you to do so. Refer to the documentation for this
purpose.
