You have defined the &V1& field multiple times:
In the header row of the upload file
In the control row of the upload file with row type indicator D for the
column structure of the data rows

The system ignores the value for the &V1& field that you defined in the
header row of the upload file and transfers instead the values from the
column in the data rows that you marked in the control row with the
semantic field name for the &V1& field
