¿Qué causa este problema?

You are trying to create/change RIB rule &V1&&V2& using RIB procedure
&V3&, but the system has found another RIB rule where the FM account
assignment values are the same, except for the grant value. The other
RIB rule uses another RIB procedure.
This is not allowed. Where two RIB rules differ only in respect of the
grant value in them, they must use the same RIB procedure.
