The budget address &V1&&V2& is assigned to an RIB rule by means of the
index for RIB, but this RIB rule is based on the revenue cover group
(and if applicable, grant) &V3&&V4&.
This assignment is invalid because the index for RIB should only assign
budget addresses to RIB objects - that is, RIB rules that are <ZK>
<ZH>not</></> based on a revenue cover group.
Run the report <DS:RE.RFFMRB_RECONSTRUCT_INDEX>Reconstruct Index for RIB
</>, transaction <DS:TRAN.FMRBIDXREC>FMRBIDXREC</>, to remove this
invalid index entry.
