¿Qué causa este problema?

You cannot delete the selected revenues increasing the budget (RIB)
rule, which is either based on the RIB object &V1&&V2& or on a revenue
cover group that uses the budget address &V1&&V2& as RIB source address,
because this RIB rule is still in use. RIB documents (for example,
document &V3&) still exist that use this RIB object or RIB source
address in the source part of the document (
