In the derivation strategy, the target cover group for the source budget
address is &V1&&V2&, determined by the other budget address &V3&&V4&.
However, the other budget address referenced here is assigned to several
manual cover groups. According to the settings in target field
<DS:DE.FMCE_FLG_ALLOW_MULT_ASSIGNMENT>allow multiple assignment</>, this
is not allowed.
