¿Qué causa este problema?

The system has detected that in the current ruleset, the exit condition
at position &v1& is currently disabled. As a consequence, the condition
will not be tested when the ruleset is called by a function, and the
rule following the condition will always be executed when the ruleset is
called.
Note that this is a valid object state and not an error. However, we
want to stress this to make you aware of the consequences.

Check if the condition has been disabled intentionally. If not, enable
it. After enabling the condition, activate the ruleset.
