You attempted to allocate settlement unit &v1& to the higher-level
settlement unit &v2&.
This is not permitted
<ZH>You can only build hierarchies according to the following rules:</>
The settlement view is identical for the higher-level and lower-level
settlement units and both do NOT use the additional settlement view.
The combination of settlement view and additional settlement view is
identical for the higher-level and lower-level settlement units.
The lower-level settlement unit has one of the two views of the
higher-level settlement unit. However, the additional settlement view is
not entered or not defined for the lower-level settlement unit.
