¿Qué causa este problema?

You are about to change the functional location in a SAP GUI transaction
or via BAPI. This functional location has geo data enabled. SAP GUI
transactions and BAPIs do not support geo data processing, therefore
changing the functional location could lead to inconsistencies.

If you receive an error message, the system cancels processing. If you
receive a warning, the system makes the change but notifies you about
it.

You can change the behavior by setting another message type for your
user or a user group.
