¿Qué causa este problema?

You cannot delete the project. This can be caused, for example, by the
following reasons:
You are not authorized to delete the project.
The project is locked by another user.
The project has a status that prevents deletion.
The project has already been confirmed in Cross-Application Time Sheet
(CATS).
