¿Qué causa este problema?

All of the languages recognized by the system are recorded in the LAISO
(double-digit ISO display) and SPRAS (single-digit SAP-internal display)
fields in table T002. It is possible that the language is not listed
here.
For non-unicode systems only: All of the languages recognized by the
system are recorded in the LAISO (double-digit ISO display) and SPRAS
(single-digit SAP-internal display) fields in table T002. It is possible

non-unicode system, the specified language key together with the
operating system of the current application server must produce a valid
key for database table TCP0C. This key is used to extract the name of
the operating-system-dependent locale from the LOCALE column and the
number of the non-unicode code page from the CHARCO column. It is
possible that there is no entry available in the TCP0C table for the
specified key, or that the code page specified using the key in TCPOC is
not released as the system code page for the current SAP system. This
has various consequences for single code page systems and MDMP systems:
Only one code page is released as the system code page in each single
code page system. Consequently, only languages that use the log-on
language code page are valid.
Several code pages are released as system code pages in a MDMP system. A
language can be used if the code page found in TCP0C is released.
