You can call all three programs from the SAP menu, by choosing <ls>
Accounting -> Financial Accounting -> Funds Management -> Master Data
-> Additional Functions German Government -> Budget Structure ->
Generate Budget Objects</> followed by:
<LS>-> Budget</> or
<LS>-> Collective Expenditure</> or
<LS>-> Net Voting</>
