One or more measures for budgeting can only have budget distributed to
them via a capital-investment program. This is the case if:
the measure is attached to a capital-investment program position for
which the "Budget distribution" indicator is set
this assignment has not been carried out, but a capital investment
program type has been entered in the relevant budget profile, making it
compulsory
If assignments to capital-investment program positions already exist,
you can determine what they are by choosing <LS>Extras --> CapInv
program</>.
