¿Qué causa este problema?

In the case of devices/registers that are relevant to billing at the
time of move-in for the contract, a corresponding move-in meter reading
result must always be entered.
If the move-in meter reading result has already been entered, check the
completeness. This means, billing only includes meter reading results
that are released and active.

been released.
