    &v1& is not filled. &v1& was not filled with either module
    ISU_DB_EVER_SINGLE in ISU_BEGIN_OF_BILLING_PERIOD or with structure
    reader in ISU_INSTALLATION_STUC_ANALYZE in form INSTALL_STRUC_READ.
