Every central heating system is assigned settlement units. The system,
however, has detected that no rental units exist for the participation
ID that is part of the settlement units.

Check the settlement unit definitions. Check the participation IDs to
determine whether they also contain the rental units that are to be
settled externally. You can restart the report after you have made the
appropriate corrections.
