¿Qué causa este problema?

Only certain service charge keys can be used for heating expenses
settlements (for example, asset maintenance). Other keys are intended
for different cost elements (for example, property tax).
For the central heating systems you can only enter settlement units
whose service charge keys are assigned to the heating expenses
settlements.
This assignment also depends on the tenancy law.
