¿Qué causa este problema?

You tried to create a tab page with an element that is not a subscreen
area. However, tab pages must have the type subscreen area, since the
contents of the page are determined by a separate subscreen.

The tab page cannot be created.

¿Cómo arreglar este error?

If you want to use an existing subscreen area as a tabstrip page, move
it into the page area within the tabstrip control.
if you want to create a new screen element for the tab page, choose the
element type "Subscreen area" and place the element within the page
area of the tabstrip control.
Note: The subscreen area is only assocuated with the page belonging to
the tab title that is currently selected. You can see this
relationship, since the name of the subscreen area is entered in the
"Reference field" field in the tab title attributes.
You can make the relationship apply to more than one tab title by
selecting the required tab titles using multiple selection (press and
hold Ctrl or Alt, then click the required tab titles).
Note: You can also create references between tab titles and subscreen
areas explicitly by entering the name of the subscreen area in the
reference field field of the tab title attributes directly.
