What causes this issue?

You want to transfer data for the plan version to the promotion. The
version you have selected or made settings for in the layout does not
match '&V1&' from Customizing for interface &V2&.

The promotion could not be created.

Use a suitable plan version or change the definition of interface &V2&
accordingly.
