What causes this issue?

You tried to create an allocation table in manual planning. You have
used material grouping &V1& as your planning characteristic for this.
This grouping is broken down when the allocation table is generated.
Characteristic value &V2& could not be broken down.

System Response

The allocation table cannot be generated as no allocation table items
could be created.

How to fix this error?

Check the material grouping break-down &V3&.
Does the break-down method exist?
When using the classification system to generate break-downs: does
class &V2& exist? Are objects assigned to the class?
When using tables to generate break-downs: check if the table exists
and the contents.
