What causes this issue?

You want to maintain the planning hierarchy for planning step <(>&<)>V1
<(>&<)>/<(>&<)>V2<(>&<)>.
Neither "Manual planning" nor "Automatic planning" were selected as the
planning step method for this planning method.
You cannot, therefore, maintain a planning hierarchy which is based on
plan characteristics for a planning step.
