What causes this issue?

You want to copy data from <DS:DE.WISP_VRSIO>plan version</> &V1& of
source planning step &V4&. Plan version &V1& has, however, already been
assigned to <DS:DE.WISP_PLSCH>planning step</> &V3& in
<DS:DE.WISP_PLSZN>planning scenario</> &V2&.
