What causes this issue?

Links still exist in your planning scenario that are from provisional
planning steps or end after the planning steps. As provisional objects
cannot be saved in the database, "open" links are generated when the
data is saved.

The planning scenrio cannot be saved, nor activated.

How to fix this error?

Process the relevant, provisional ploanning steps or delete these
objects. Provisional and permanent objects vary according to the
different color characteristics.
