What causes this issue?

You have entered values in planning layout &V1& and/or in the
characteristic screen. No entries exist, however, for these values in
the planning hierarchy.
The planning hierarchy represents the maximum frame in which you can
work within a planning step.
All characteristics and characteristic combinations for which you wish
to create data in the system must have already been entered in a
planning hierarchy.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the characteristic values that have been defined for planning
layout &V1& and/or the characteristic values entered in the
characteristic screen, against the relevant planning hierarchy for the
planning step.
