What causes this issue?

The promotion is assigned to a higher-level promotion that is blocked.
The higher-level promotion has inherited the blocked status from a
campaign that was replicated from SAP CRM. There may be inconsistencies
across channels with the subsequent processing you have started. For
example, if you have activated discounts in the promotion, they may not
be available in SAP CRM.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
