What causes this issue?

Authorization role &V1& contains no services.
The portal has probably removed all services for the logical system.

System Response

The item is flagged with an information message to remind you that the
authorization role has become superfluous.

How to fix this error?

You have the following options:
Keep the authorization role. It has no effect on the users assigned to
it any more, but if the portal reassigns services to the portal role at
a later date, you can reactivate the authorization role.
Delete the authorization role.
