What causes this issue?

A completion notification could not be created for the specified work
item.

System Response

The specified work item was completed (and therefore has the status
<ZH>completed</>) but a completion notification could not be sent.

How to fix this error?

If no notification agents are entered for the specified work item, the
error can be ignored. Check this in the definition of the step in the
workflow definition.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
