What causes this issue?

The work item container could not be read.

System Response

Processing was terminated, the work item was set to <ZH>error</>
status.

How to fix this error?

A serious inconsistency of the work item data is involved. There must
always be a container for the following work item types:
Background work item (type B)
Workflow work item (type F)
Dialog work item (type W)
Work queue work item (type A)

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
