What causes this issue?

The <DS:GLOS.work_item>work item</> has a processing status in which
the function selected cannot be carried out.
The current status is <ZH>&V1&</>.
It is not possible to change the priority of the work item in this
status.
The <LS>priority can only be changed</> in the following statuses:
<ZH>Ready</>
<ZH>Reserved</>
<ZH>Executed</>
