What causes this issue?

Document templates are always assigned to a workflow definition. At
least one version of the workflow must be saved.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Save the workflow definition. You can then create document templates.
