What causes this issue?

The system is configured so that a material group material can but does
not have to exist for a material group.

System Response

Since the material group material is required for determining the tax
code, no tax codes can be prepared or sent for this material group.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
