In the reference docuement (shipment &V2& shipment stage &V3&), no
partner exists for partner function &V1&, that is to be copied into the
shipment cost item according to the settings in Customizing.
The shipment cost item is not created.
Make the necessary entries in the reference document and create the item
again.
