What causes this issue?

In order to perform transportation planning and tendering for
forwarding agents, a shipment type and planning point must be assigned
to each agent.

How to fix this error?

Define the shipment type and planning point in the IMG using
<DS:TRAN.OVTVT_CA>Configuration of Transportation Planning for
Forwarding Agents</> for each forwarding agent who performs
transportation planning and tendering.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
