What causes this issue?

You wanted to determine an internal transmission number for transferred
or externally generated transmission number &V1&. The transmission
number generated externally could not be blocked.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

The following exception occurred when trying to block the external
transmission number: &V2&
The exception has the following meaning: &V2&
1 - The external transmission number is blocked
2 - A system error has occurred
3 - A different type of error has occurred

System Response

The transmission is assigned to transmission number 0 as a correct
internal transmission number could not be determined.

How to fix this error?

Try processing again as soon as the block on the external transmission
no longer exists.
