What causes this issue?

There are no usable address numbers in the partner's master data. This
could lead to problems in subsequent document processing (particularly
for manual document address or for activities that depend on the
partner's address).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Ask your system administrator to check the address converstion
(ZAV-conversion to a release >= 4.5A).
