What causes this issue?

Deliveries cannot be made to the <GL:ship-to_party>ship-to party</>
&V1& because a delivery block is recorded in the blocking data of the
customer master record.

How to fix this error?

Check whether the delivery block is justified and, if necessary, delete
this block from the customer master record if deliveries are to be made
to the ship-to party.
