What causes this issue?

You want to create wave picks in which exactly one wave is created for
each shipment, regardless of times and capacity restrictions. In this
case, it makes no sense to move deliveries, since that would break up
shipments.

System Response

It is not possible to select deliveries to move them.

How to fix this error?

Either create waves like the system proposes them or cancel the wave
creation process. Change the shipment and then create waves.
