What causes this issue?

Calendar &V1& cannot be used as a settlement period

System Response

The system only permits a calendar as a <DS:DE.WFCID3>settlement
period</> if the work days in the calendar fall at the end of the
period.

How to fix this error?

Check the definition of calendar &V1&. You may need to correct the
calendar definition or create a new calendar.
