What causes this issue?

You have attempted to assign rebate condition type &V1& to condition
type group &V2&. Condition type group &V2&, however, is only defined
for price agreements (sales promotions, sales quotes, etc.).

System Response

The assignment of a rebate condition type to a condition type group for
price agreements is not allowed.

How to fix this error?

Select a condition type, which is a price or a discount/surcharge.
