What causes this issue?

You have selected the option "Execute final settlement" and also wish
to select rebate agreements for which a credit memo request was already
created or which were already settled. Since a rebate agreement can
only be settled once, rebate agreements with these two statuses are
ignored.

System Response

The system limits its selection to the other statuses.

How to fix this error?

Check whether you really want to carry out a settlement and whether you
have marked the correct status.
